An Albany, N. Y., dispatch of September 5 announces that John R. Freeman, of Providence, R. I., is to have charge of the engineering force of the State of New York's waterpower resources. This work already has been begun in the Sacandaga valley. Mr. Freeman will receive a salary of $7,500, and will have as assistant Horace Rop s. formerly with the New York city board of water supply, who is to receive a salary of $6,600.
